[F] Minor Feature: configure ANLG speed via MIDI CC Commands

This is about completing the "extend MIDI-USB CC Commands" minor feature ( viewtopic.php?t=232 ), adding a command to change the ANLG speed. It was added after a suggestion from @ladelfa on this topic: viewtopic.php?p=1189#p1189

The commands will probably be on Channel 12, MIDI CC 104 and 105 (to be confirmed).

Feel free to comment here regarding:
  • If you think some information is missing or unclear
  • How you would like this feature to be implemented (choice of CC number, etc.)

Changing this speed in the middle of a song can create interesting grooves, especially when using speeds like 3ppq or 6ppq which gives a triplet feel :)

Note that the Midronome is only applying the change on the next beat (next quarter note), so that you never end with a out of sync ANLG clock (which would start in the middle of a beat f.x.).
So when changing this setting Live, do it right between two quarter notes, then you are sure the change will be made on the next quarter note. I hope that makes sense :)
