when I change the tempo with tap button, mtetronomi click is not synchronzed with tapping. Any reason for that?

Yes that's normal, the tap tempo is a simple, well... "tap tempo"
It takes your tap speed and adjust the tempo BPM accordingly. It does not set the "phase" of the click/beat together with your taps which is a much more complicated thing.
But that's coming too - in FW 5.0, what I call "smart tap tempo"

Hi Simon. Is there any chance for new feature to execute resync (FC,FA midi commands and audio click) each time tap button or drum pad/foot switch is pressed?
This would be alternative to tap smart tempo for my needs.

Yes you can do that with a drum pad configured in P.A.d. mode.
Or you can use the "Reset Mode" - check the advanced setting called "rES" in the manual.

I checked both options but neither does the resync.
Resnyc (FC,FA) is sent only when I press play button twice. If I tap the tap button, no midi command is sent, only tempo and click is changed but only after second tap.
My idea is to send serync on each tap on the tap button. So first tap would send resync and click on tap, the second tap would do the same but also change tempo based on previous tap.
So if I would like to change tempo on the external midi device, I would tap twice but if I would like only to resync external midi device, I could tap only once.

Yes that's correct, the TAP button only changes the tempo.
But if you use an actual drum pad and tap a full bar like 1 2 3 4 1, on the second "1", a restart will be sent.

Another option is to use a sustain/momentary pedal, configure it as "PLA", and configure the pedal type to "latching" (so not sustain, on purpose).
This will trigger the pedal twice everytime you press it (once when pressed, once when released), which will have the same effect as pressing the play button twice.
I understand you would rather I implement precisely the feature the way you want it, but the choice of new features is based on what the community wants, so let's see if many other people are interested in this
